The Vision on the Spatial Quality of the highway network in the east of the Netherlands provides a coherent representation of the characteristics and qualities of the A- and N-roads. And offers concrete tools to maintain or strengthen these. The vision provides direction for further elaboration in construction, maintenance and renovation projects. And identifies concrete opportunities with regard to sustainability measures for example. The vision relates to all roads managed by Rijkswaterstaat within Gelderland, Overijssel and a small part of Drenthe. In total about 700 kilometers of road length.

Het hoofdwegennet binnen Oost Nederland doorkruist een zeer gevarieerd landschap. Van grote rivieren tot de stuwwallen en bossen van de Veluwe en Sallandse Heuvelrug. Van veenontginningen tot cThe highway network in the east of the Netherlands crosses a very varied landscape. From large rivers to the moraines and forests of the Veluwe and the Sallandse Heuvelrug. From peat reclamations to hedgerow landscapes. The transitions between these separate landscape types provide a special experience from the highway. With sharp contrasts and gradients, between open and closed, high and low, wet and dry.

The road network in the east of the Netherlands has a very strong connection with the landscape. The tracing, elevation and layout of the road often follow from the landscape and are used to provide a strong experience of this. Notable examples of such ‘landscape roads’ include the A1, A18, A28 and A50. The area is rich in ‘specials’ of beautiful integration of roads. Including incisions in moraines, generous river crossings and a beautiful integration of cultural history and landscape elements in the highway environment.

These qualities are increasingly under pressure due to all kinds of developments on and around the road. Think of the arrival of large industrial areas, energy landscapes, housing and expansion and adaptation of the road network itself.

Based on a rich tradition of integration and design, the vision offers guidelines for preserving, strengthening and developing the spatial quality of the road landscape. In doing so it anticipates the dynamics and integration tasks of the future. With an eye for the interests and perception of the road from the environment. The essence of the vision is captured in four pillars.

1. The landscape dominates with strong contrasts and legible identity
Waardeer de snelweg als meest bezochte openbare ruimte van Nederland. Waarbij het landschap op een aRate the highway as the most visited public space in the Netherlands. Where the landscape can be experienced in an attractive way and both the road and the environment are designed with care.

2. The layout of the highway landscape is characterized by recognisability, coherence and continuity
De inrichting van de weg kenmerkt zich door een aantal basisprincipes, gekoppeld aan netwerk-, route- The layout of the road is characterized by a number of basic principles, linked to the network, route, route and/or local level. Recognizable: a road with a distinctive identity, with junctions and connections as recognizable accents and landmarks. Cohesive: a road that is part of a network and has an unambiguous design. Quiet: a road that does not demand too much attention in itself, without being boring for the road user.

3. The highway environment contributes to a sustainable and circular living environment
ZeFocus on an integral vision of sustainability for each specific road. Link this to the integration concept of the road. Avoid a bingo of individual sustainability measures.

4. The dynamic highway environment is approached as an integral area task
Developments and changes on and around the road are seen as an integral area task. In which discussion between stakeholders contributes to a high spatial quality. Multiple use of space is the starting point here.

The four pillars of the vision have been elaborated in considerations for spatial quality. These are guidelines for maintaining, strengthening and developing spatial quality, management and maintenance and for coordination and communication. These have been worked out specifically for each road as a whole (route level), the sections within a road, and the nodes, connections and specials.
